The essayists place the legacy of the study within the evolution of racial and ethnic relations in the United States. Contributors include two leading historians on the study, two former United States Surgeons General, and other prominent scholars from a wide range of fields.

What is the computational notion of “implementation”? It is not individuation, instantiation, reduction, or supervenience. It is, I suggest, semantic interpretation.

ABSTRACT This paper draws upon the already extensive epistemology of science, both to provide a yardstick of comparison for the emergent epistemology of design, and to establish some starting points from which we might begin to construct the epistemology of design. In approaching the problem of how designers design, the paper employs Heidegger's distinction between ‘know‐how’and ‘knowledge‐that’, popularised by Ryle, and shows it to be central to the distinction between the implicit processes of design employed by craft technologies, and the (...) explicit processes employed by modern scientific technology. Borrowing from recent work by post‐structuralists, it explores the nature of the phases of analysis or ‘deconstruction’, synthesis or construction, and evaluation, by which scientifically informed design is supposed to proceed, paying particular attention to the relationship between deconstructive analysis and constructive synthesis, in order to re‐construct the creative moment/movement by which designers ‘leap’ from problem to solution. A History of Anthropology as a Holistic Science discusses the four fields of anthropology as a holistic science and the feasibility of such an approach through an examination of its history and its philosophical foundation. It elucidates the 1960s movement that threatens to discredit the discipline as an effective way of understanding humankind.

The authors address problems with “compulsory” arbitration clauses in contracts. Specifically, they note that consumers are misguided about their rights in such cases. In addition, arbitration clauses do not allow the press to cover any proceedings that may result. The arbitration clauses in contracts are written in legalese that consumers do not understand. The authors found that even university students had difficulty understanding the information in such clauses. An example of an actual case is included.

Their analysis is designed for the case of deterministic causation. I show that their account can be naturally extended to provide an elegant treatment of probabilistic causation.

This Element provides an accessible introduction to the contemporary philosophy of causation. It introduces the reader to central concepts and distinctions and to key tools drawn upon in the contemporary debate. The aim is to fuel the reader's interest in causation, and to equip them with the resources to contribute to the debate themselves. The discussion is historically informed and outward-looking. 'Historically informed' in that concise accounts of key historical contributions to the understanding of causation set the stage for an (...) examination of the latest research. 'Outward looking' in that illustrations are provided of how the philosophy of causation relates to issues in the sciences, law, and elsewhere. Psychologists representing a broad spectrum of psychological specialties use the term "constructivist" to characterize their theories and underscore individuals' active participation in reality-making. In spite of consructivism's apparent widespread influence on psychology, however, significantly different forms of constructivist metatheory may be identified when constructivist assumptions about causal processess are contrasted. Both Pepper's worldview framework and Aristotle's four-fold classification of causation in natural phenomena are used to distinguish four forms of constructivism-material, efficient, formal, and final. Salient examples of each form as (...) evident in contemporary psychological theory are given with a discussion of implications of these distinctions for the development of a comprehensive conception of cognition and human knowing. Special science generalizations admit of exceptions. Among the class of non-exceptionless special science generalizations, I distinguish minutis rectis generalizations from the more familiar category of ceteris paribus generalizations. I argue that the challenges involved in showing that mr generalizations can play the law role are underappreciated, and quite different from those involved in showing that cp generalizations can do so. I outline a strategy for meeting the challenges posed by mr generalizations.

Much recent philosophical attention has been devoted to the prospects of the Best System Analysis of chance for yielding high-level chances, including statistical mechanical and special science chances. But a foundational worry about the BSA lurks: there don’t appear to be uniquely correct measures of the degree to which a system exhibits theoretical virtues, such as simplicity, strength, and fit. Nor does there appear to be a uniquely correct exchange rate at which the theoretical virtues trade off against one another (...) in the determination of an overall best system. I argue that there’s no robustly best system for our world – no system that comes out best under every reasonable measure of the theoretical virtues and exchange rate between them – but rather a set of ‘tied-for-best’ systems: a set of very good systems, none of which is robustly best. Among the tied-for-best systems are systems that entail differing high-level probabilities. I argue that the advocate of the BSA should conclude that the high-level chances for our world are imprecise. (shrink)

An actual cause of some token effect is itself a token event that helped to bring about that effect. The notion of an actual cause is different from that of a potential cause – for example a pre-empted backup – which had the capacity to bring about the effect, but which wasn't in fact operative on the occasion in question. Sometimes actual causes are also distinguished from mere background conditions: as when we judge that the struck match was a cause (...) of the fire, while the presence of oxygen was merely part of the relevant background against which the struck match operated. Actual causation is also to be distinguished from type causation: actual causation holds between token events in a particular, concrete scenario; type causation, by contrast, holds between event kinds in scenario kinds. I argue that there are non-trivial objective chances (that is, objective chances other than 0 and 1) even in deterministic worlds. The argument is straightforward. I observe that there are probabilistic special scientific laws even in deterministic worlds. These laws project non-trivial probabilities for the events that they concern. And these probabilities play the chance role and so should be regarded as chances as opposed, for example, to epistemic probabilities or credences. The supposition of non-trivial deterministic chances might seem to (...) land us in contradiction. The fundamental laws of deterministic worlds project trivial probabilities for the very same events that are assigned non-trivial probabilities by the special scientific laws. I argue that any appearance of tension is dissolved by recognition of the level-relativity of chances. There is therefore no obstacle to accepting non-trivial chance-role-playing deterministic probabilities as genuine chances. (shrink)

The implementation of a diplomacy that could put more emphasis on democracy and human rights was not an easy process in Belgium. Treatment of these matters have taken a different perspective in Zaïre, Rwanda and Burundi, Belgium 's three most important African partners. Reasons for that are twofold. Fore one thing, the Belgian foreign affairs service has always been overloaded by mercantile preoccupations. Secondly, knowledge on Africa has been limited to short circle diplomatic contacts while no instruments were ever implemented (...) that could have ensured some following up of the African civil society at large.In the future, the continuation for a slow process of disengagement might be foreseable. New "partners" might come to the forefront such as South Africa while the U.S. and international financial organisations will definitely try to impose "good governance" together with a reasonable dose of human rights. In reviewing the Belgian policy towards Zaïre for the last two decades, one is struck by a certain politica! as well as economic withdrawal which has become more obvious since the end of the sixties. In the context of the «Mobutu Plan», the Marshall Plan for Zaïre, or in that of the two Shaba upheavals, Belgium, unlike France with respect to its former colonies, has choosen to align itself with big powers policies and international organizations, and to avoid taking too (...) strong stands in the rather confuse situation which prevails in Zaïre today. Although unanimity does no langer exist among the various Belgian pressures groups about what is tobe done in Zaïre, the official policy of the government is entrenched in a «wait and see» attitude which points to the deepening contradictions within Western states towards Africa in general and Zaïre in particular. The Tindemans report on the European union and the decision to organize direct elections for the European Parliament have been two important events in European afjairs in 1976. This article analyses the origins, developments and bearing of these two events.Although his mandate was initiated and encouraged at the highest level - that of the European heads of state -, Mr. Tindemans' attempt to propose concrete steps in order to achieve a real political union in Europe did not get through. It (...) received a rather cold reception from several states who opposed some of his proposals on different grounds.At the Conference of The Hague, Mr. Tindemans was able to get a formal support to his ideas, but no decision was taken to implement any of them.The decision to organize direct elections for the European Parliament, which can be seen as a concrete step toward the implementation of the long awaited European union, is facing the same kind of resistance at the national level. Although the Nine have all agreed to do everything possible to organize these elections in the spring of 1978, there are still unsolved problems which are both technical and political. Moreover, even if they are taking place, it is not at all sure that they will bring about substantive changes in the role and functions of the European Parliament. (shrink)

I argue that, while it *is* plausible that there is a set of tied-for-best systems for our world, it doesn't follow from this that there are no Best System chances. Hughes and Lavery give a thorough treatment of such traditional topics as deductive and inductive reasoning, logical fallacies, the importance of inference, how to recognize and avoid ambiguity, and how to assess what is or is not relevant to an argument. The authors also cover less traditional topics such as special concerns to keep in mind (...) when reasoning about ethical matters, and how the nature of a language can affect the structure of an argument. In addition to covering basic concepts for analyzing and assessing arguments, the text also has two chapters that are designed to help students write argumentative essays. Last but not least, Critical Thinking includes a selection of logical paradoxes and puzzles that are as entertaining as they are enlightening. We introduce a family of rules for adjusting one's credences in response to learning the credences of others. These rules have a number of desirable features. 1. They yield the posterior credences that would result from updating by standard Bayesian conditionalization on one's peers' reported credences if one's likelihood function takes a particular simple form. 2. In the simplest form, they are symmetric among the agents in the group. 3. They map neatly onto the familiar Condorcet voting results. 4. They (...) preserve shared agreement about independence in a wide range of cases. 5. They commute with conditionalization and with multiple peer updates. Importantly, these rules have a surprising property that we call synergy - peer testimony of credences can provide mutually supporting evidence raising an individual's credence higher than any peer's initial prior report. At first, this may seem to be a strike against them. We argue, however, that synergy is actually a desirable feature and the failure of other updating rules to yield synergy is a strike against them. The starting point in the development of probabilistic analyses of token causation has usually been the naïve intuition that, in some relevant sense, a cause raises the probability of its effect. But there are well-known examples both of non-probability-raising causation and of probability-raising non-causation. Sophisticated extant probabilistic analyses treat many such cases correctly, but only at the cost of excluding the possibilities of direct non-probability-raising causation, failures of causal transitivity, action-at-a-distance, prevention, and causation by absence and omission.
